Ms. Hyslop is the Assistant Superintendent for Instruction for Hopewell Public Schools, where she has worked for many years. She earned a Bachelor of Fine Arts degree from Tulane University and a Master of Education degree from Virginia State University. Ms. Hyslop is involved with many local civic organizations and activities. She was appointed to the JRF board of trustees in 2006.


Ronald L. Caricofe, Treasurer

Mr. Caricofe retired in 1995 as Corporate Treasurer and Finance Officer for Concrete Pipe & Products. Co. He has been a member of the Hopewell School Board since 1988, serving as chairman for 16 years. Mr. Caricofe earned his bachelor's and master's degrees in accounting & finance from Virginia Commonwealth University. He is a member of the Oak Ridge Academy Board of Visitors. Mr. Caricofe was appointed to the JRF board of trustees in 2007.


Kevin S. Foster, Trustee

Mr. Foster is a Certified Public Accountant. He earned a Bachelor of Science degree in accounting from Virginia Polytechnic Institute. He is a former trustee of the Prince George Emergency Crew. He is also a member of the Prince George Fire Department, Prince George County School Board and the Prince George Ruritan Club. He was appointed to the JRF board of trustees in 2007.


D. Paul Karnes, Trustee

Mr. Karnes retired as a buyer from Hercules, Inc. after 38 years of service. He has served 16 years as a member of the Hopewell City Council, as well as mayor and vice mayor. He is a former president of the Hopewell Jaycees, the Kiwanis Club of Hopewell, as well as chairman of the Crater Planning District Commission. Mr. Karnes is a founding member and president of the Hopewell Twinning Association and is a trustee of the Historic Hopewell Foundation. He was appointed to the JRF board of trustees in 2007.


Jerome D. Skaggs, M.D., President

Dr. Skaggs has practiced family medicine in Hopewell since 1964 and is currently with Family Practice Associates of Hopewell. He earned his A.B. and M.D. from Washington University in St. Louis, Missouri. Dr. Skaggs is very involved with the Lions Club, and he is also a medical missionary. He has served on the JRF board of trustees since 2005.


James T. Buren, Trustee

Mr. Buren is a lifelong resident of Prince George County and has worked for the Bank of Southside Virginia for 40 years. He earned a Bachelor of Science degree in business from Virginia Commonwealth University. He is a member of the Prince George Volunteer Fire Department, Prince George Recreation Advisory Board. He was appointed to the JRF board of trustees in 2008.


Jennie Flynn, Trustee

Mrs. Flinn has worked at John Randolph Medical Center since 1985. At the hospital, she was the director of social work for over 10 years and has assumed a variety of management roles from 1995 until the present time. A graduate of Virginia Commonwealth University, she holds a bachelor’s degree in social services and a master’s degree in social work. A licensed clinical social worker, she has served as board member for Crater Community Hospice, Central Virginia Health Alliance, Hopewell Twinning Association, Prince George Chapter of the American Cancer Society and the Hopewell-Prince George Teenage Pregnancy Prevention Coalition. She was appointed to the JRF board of trustees in 2008.


Brenda Hayes, Trustee

A lifelong resident of Hopewell, Mrs. Hayes retired from Honeywell (formerly Allied Signal) with more than 30 years of service. She is a graduate of Carter G. Woodson High School and attended Virginia State University. Active in the community, she has served on the Hopewell Bicentennial Committee and the Hopewell School Board. She was appointed to the JRF board of trustees in 2009.


Anne Page Henry, Immediate Past President

Mrs. Anne Page Henry is a State Farm Insurance agent with an office in Colonial Heights. She holds a Bachelor of Science degree in mathematics and economics from the University of Richmond. Mrs. Henry has served on the JRF board of trustees since 2002.
